Título:	Organizações não-governamentais ONGs: trajetórias, concepções e práticas em educação popular

Resumo:	O presente estudo tem como objetivo central analisar em que medida as Organizações Não-Governamentais ONGs identificadas como progressistas no âmbito da educação popular, aqui representadas pelas ONGs SEDUP (Serviço de Educação Popular) e ASD (Associação Santo Dias), contribuem com a hegemonia das classes subalternas. A escolha dessas entidades justifica-se, sobretudo, por atuarem no âmbito da educação popular junto às camadas menos favorecidas; possuírem uma trajetória histórica de luta junto aos movimentos sociais no contexto da ditadura militar e pelo fato de ainda hoje permanecerem articuladas aos movimentos sociais. Metodologicamente, o estudo fundamenta-se na abordagem materialista histórico-dialética e pode ser classificado como qualitativo (do ponto de vista da forma de abordagem), dialético (do ponto de vista do método) e explicativo (do ponto de vista da finalidade). Os instrumentos investigativos foram: a entrevista semi-estruturada, o formulário sobre o perfil dos sujeitos da pesquisa, a observação sistemática e levantamento documental e bibliográfico. O procedimento utilizado para análise dos dados se deu por meio da análise de conteúdo. De modo geral, a pesquisa apresenta as trajetórias históricas, os objetivos, as práticas, as concepções dos educadores e os desafios das ONGs SEDUP e ASD e revela que, por objetivarem seguir numa perspectiva anti-neoliberal, elas não buscam assumir as funções sociais do Estado, como fazem as ONGs de cunho assistencialista, mas cobrá-lo de tais funções. Por meio da educação popular procuram conscientizar os sujeitos sociais para a organização comunitária, a participação popular, o desenvolvimento sustentável local, a luta pela ampliação das políticas públicas e o controle social. Contudo, suas práticas educativas estimulam a consciência comunitária e não a consciência de classe e suas mobilizações junto aos movimentos sociais restringem-se às lutas por mudanças das condições locais, pontuais e não estruturais. As perspectivas da maioria de seus educadores, embora crítica, estão voltadas para viés reformista do sistema capitalista e um de seus maiores desafios é a instabilidade financeira. Com isso, apesar de suas ações serem importantes para mudanças pontuais e, em alguns momentos, fundamentais para a organização classista, não são suficientes para desencadear mudanças de dimensão nacional, menos ainda a transformação social de que se trata aqui. Portanto, a tese aqui defendida é de que ainda que as ONGs apresentem aspectos históricos e teórico-metodológicos compatíveis com um perfil progressista no âmbito da educação popular, suas práticas são insuficientes para contribuir com a hegemonia das classes subalternas.
Abstract:	The present study has as objective central office to analyze where measured the Organizations Not-Governmental - identified ONGs as progressive in the scope of the popular education, represented here for ONGs SEDUP (Serviço de Educação Popular) and ASD (Associação Santo Dias), contributes with the hegemony of the subordinate class. The choice of these entities is justified, over all, for acting less in the scope of the popular education next to the favored layers; to possess a historical trajectory of fight next to the social movements in the context of the military dictatorship and for the fact still today to remain articulated to the social movements. The method the study bases on the materialistic boarding description-dialectic and can be classified as qualitative (of the point of view of the boarding form), dialectic (of the point of view of the method) and clarifying (of the point of view of the purpose). The researtch instruments had been: the interview half-structuralized, the form on the profile of the citizens of the research, systematic comment and documentary and bibliographical survey. The procedure used for analysis of the data if gave by means of the content analysis. In general way, the research presents the historical trajectories, the objectives, the practical ones, the conceptions of the educators and the challenges of ONGs SEDUP and ASD and discloses that, for objectifying to follow in a anti-neoliberal perspective, them they do not search to assume the social functions of the State, as they make the ONGs of assistencialista matrix, but to charge it of such functions. By means of the popular education they look for to acquire knowledge the social citizens for the communitarian organization, the popular participation, the local sustainable development, the fight for the magnifying of the public politics and the social control. However, its practical educative stimulates the communitarian conscience and it conscience of class and its mobilizations next to the social movements do not restrict it the fights for changes of the local, prompt and not structural conditions. The perspectives of the majority of its educators, even so critical, are come back toward reformist bias of the capitalist system and one of its bigger challenges is the financial instability. With this, although its action to be important for prompt changes e, at some moments, basic for the class representative organization, is not enough to unchain changes of national dimension, less still the social transformation that here if it deals with. Therefore, the thesis defended here is of that despite the ONGs presents compatible historical aspects and theoretician-method with a progressive profile in the scope of the popular education, its practical is insufficient to contribute with the hegemony of the subordinate class.
